The SDA submits that wage theft, which includes the deliberate underpayment of wages, unpaid overtime, penalty rates and superannuation, unpaid trials and the falsification of time and wages records, continues to occur on a large and entrenched scale and that the criminalisation of wage theft has not yet led to a material reduction in underpayment, particularly in sectors characterised by insecure work, franchising, labour hire and low union density.
